The National Aeronautics and Space Administration (NASA) and the U.S. General Services Administration (“GSA”) have partnered to issue this Request for Proposals (RFP) to obtain proposals from highly qualified and financially capable developers to plan, finance, develop, operate, and maintain a rental residential housing with ancillary retail project (Housing Project) that:
 
  • Develops a minimum of 1,930 rental housing units and approximately 100,000 square feet of ancillary support retail and services
  • Develops approximately 46 acres of prime Silicon Valley property
 
The primary objective of this opportunity is to build new housing at NASA Ames in Silicon Valley, as contemplated in the NASA Ames Development Plan (“NADP”).  The proposed lease will provide an opportunity for an experienced developer to increase local housing stock and to enhance the functioning and ongoing development of a world-renowned research facility, located at Moffett Field, California.
                                                       
Through the RFP and subsequent lease agreement, NASA seeks to attain its goals to:
 
  • implement the housing mitigation measure contemplated by the NADP and the Record of Decision (“ROD”) to the Final Programmatic Environmental Impact Statement (PEIS);
  • promote the construction and occupancy of a minimum of 1,930 housing units, including a minimum of 10% of affordable units, and ancillary support retail and services;
  • maximize financial benefits to the Government;
  • obtain best value to the Government, through an open, public competition;
  • leverage the expertise of the real estate industry. 
Housing Project Development Milestones:
 
  • Ground lease and development agreement are executed no later than Fall 2018.
  • Complete infrastructure improvements by December 31, 2020.
  • Commence 1st vertical construction of a minimum of 300 units of rental residential in calendar year 2021 (or sooner). 
  • Commence 2nd vertical construction of a minimum of an additional 300 units of rental residential in calendar year 2023 (or sooner). 
  • Complete all construction of rental units by 2028.
 
The Preferred Selected Lessee (“PSL”), as a lessee to NASA, will be required to comply with applicable laws, regulations and policies, including, but not limited to, environmental compliance.

Environmental documents are now available electronically in the CDPHE Records Center database.  Once in the database, a person can search using a portion of GSA's EPA ID Number (search using 670990105).  That will bring up all documents related to the DFC.  They can then sort by Date Created to find the documents they need.  The data room at www.4thandUnion.com also houses these same reports. 

SALE PARCEL DESCRIPTION
The Federal Center Station property is vacant land, other than road improvements and a storm water detention pond.  The property consists of approximately 59 acres and is one of the last remaining large vacant land parcels in the city of Lakewood. 

There is a soil cap which encompasses approximately 15.3 acres located at the northern section of the parcel. Development activities will be regulated by the Colorado Department of Public Health and Environment.

LOCATION AND SETTING
The Federal Center Station property is located at Union Boulevard and West 6th Avenue, Lakewood, Jefferson County, Colorado. The parcel is situated in the northwestern corner of the larger Denver Federal Center.  The property fronts the south side of West 6th Avenue, and is east of Union Boulevard.  Office use is primarily along Union Boulevard while St. Anthony’s Hospital resides to the south.  The Denver Federal Center abuts the eastern edge of the property.
